If you want to  check numbers issued against your CNIC then here is the official website by the Government of Pakistan. You can also check number of sims against your Passport if you are a foreigner in Pakistan. 

How its works?

2. Then you need to type your ID  card number there and solve the google Recaptcha.
3. Then click on submit. 
   
   
   
4. Now here you will find the details about the number of sims issued against your Id card
